

Shiv Pratap Shukla stated that the state budget will be designed to ensure that every citizen becomes a partner in development. Addressing the joint session of the Telangana Legislative Assembly and Telangana Legislative Council at the start of the budget session, he said the government is committed to delivering the benefits of development to all sections of society. He extended his greetings to the hardworking people of Telangana and emphasized that people-centric governance remains the core policy of the government. He added that a roadmap has been prepared to transform the state into a 3-trillion-dollar economy under Vision-2047, while the per capita income has reached ₹4.18 lakh.
The Governor further said the government is implementing the CURE, PURE and RARE development models for the state’s progress, with CURE focusing on urban development. Urban population is expected to reach 53.8 percent by 2031, he noted. He also highlighted that the Greater Hyderabad Municipal Corporation has been divided into three corporations and the Hyderabad Metropolitan area into four commissionerates. He said investments worth ₹1,700 crore were attracted through the 23rd BioAsia Conference, while Hyderabad continues to emerge as a global tech hub with 20 percent of Global Capability Centres hosted in the city. IT exports have reached ₹3.13 lakh crore, creating 9.39 lakh jobs. The Governor also mentioned welfare measures including ₹8,744 crore under Rythu Bharosa, ₹20,616 crore for crop loan waivers, distribution of 15.12 lakh new ration cards and the Mahalakshmi scheme benefiting women. He added that 67,763 government jobs were filled in record time and steps are being taken to curb the drug menace through a special Eagle task force.
